Open dwg is unable to be xreffed into another

As stated in title.I've compared the system var and cannot come up with anything.On several pc we can do this,one little problem child.Any suggestions?

Does the other drawing have a block with the same name already?

Have you saved the current open drawing?

is it possible that xref demandload is disabled, or not specified as enabled with copy?

Enable with copy was the first thing
I checked along with the dwg inserted as a block.The dwg will xref in as long as it is not open in a session.It's not a new dwg so the save should not be an issue.

Sounds really strange! I'd also have said check the demand loading (XLOADCTL, should be either 1 or 2 - preferably 2 = Enabled with copy). Also the Refedit may have some effect (XEDIT, try changing to 1). From your OP it sounds as if it acts differently between PC's, which would have told me it's something to do with XLOADCTL - saved in each PC's registry, but you state you've checked this.

A few thoughts:

Check that each PC is mapped in the same way to the shared folder, do they all have the same permissions / paths?
Are you using relative paths?
Is the file to be xreffed in saved with layer / spacial indexing?
Is there maybe an error in this drawing? Recover / Audit.Could you maybe copy the message displayed on the command line if you try to xref this and it fails?

I've tryed full path -relative path.Everyone has Admin privileges.I'm sure I've ran an audit but will do again.Here is his SVF file,ext changed to upload

Trying to find any possibility:

It's using
C:\Users\RGALBR~1\AppData\Local\Temp\
as the path for the temporary copy of the xref. Is it available with write access?

Also it is using the 8.3 DOS file naming conversion. It "shouldn't" be a problem, but it could cause errors depending on the setting on how Windows translates these folders to/from 8.3 format. I'd suggest trying to change the XLOADPATH to
C:\Users\UserName\AppData\Local\Temp\

Note UserName should probably differ for each PC.
