Sending a Revit 2011 file (13MB) and it is received by another Revit 2011 user, but this error message comes up. What does it mean?

If its not workshared, did you send it while you were still in it? ive seen that a lot when i did that. Get out of it and try sending it again. :)

I understand. When you made the zip, was someone still IN the file IN revit? Ive had trouble sending NONworkshared files when someone was still in them.

Also this might seem basic but I've seen it happen. Make sure that the .rvt file has been extracted from the .zip folder. If its still packed in the .zip file you won't be able to open it.

The problem is the email server. Limit to file attachment: 8MB with Verizon, eventhough Microsoft Outlook accepts 20MB. I switched to a secure FTP site.
