Why won't these walls join? They are the same walls with the same properties. Any ideas?

Are the the same height and do they start from the same base point?

Check your worksets, phases, etc.

Check if the wall is allowed to join.

While there doesn't seem to be a solution, you aren't alone. Erica seems to be having the same trouble in this thread.
