It it possible to have a parameter/label on the title sheet that can get the GPS position from the position set in the locations dialog box?

interesting question, is it means to read values of Revit's survey point or shared coordinate system? don't know if it can be done w/o using API, in fact you can get values of shared coordinate system by using API.

Dont really know how the API works, so wont be able to use it that way

It wouldn't have anything to do with the project and survey points and coordinate systems. I think the OP wants something that strictly reads the GPS lat/lon coordinates shown under Manage > Location.
