This may be a simple question, but it's getting the better of us. We have a two story school building and in one of the stairwells the room boundary is not counting the stairs as area in the room (first floor room only). The boundary stops at approximately the third riser from the first floor. The other stairwells are doing this but one is not for some reason. There is a shaft wall opening placed around the stairs.

What is the shaft wall's room bounding setting? If there is a room-bounding wall built under the stair, for example, then the room element will stop at it's face.

Sorry, I should have clarified better. It's not a shaft wall but a shaft opening cut made around the stairs themselves for the floor openings. It's a typical enclosed stairwell, with the stair and landing being enclosed in a single room.
