View Scale Not Showing

I get files from all different architects and engineers and have a fun time reverse engineering what they did to views, filters, overrides, parameters... you name it, and why they are not working correctly. This one I cannot figure out though. I've got a model and I'm adding sheets to it. The scale labels do not show up. New sheet, I loaded a new view title family just in case, and in all the view title families there are view scale labels, but the parameter does not show up on the sheets. What do you think has been done to the parameter? I tried an audit already.

Just cuz you LOADED the view title doesnt mean its USING the view title. Did you check inside the view title type properties to make sure its using the annotation family that has the scale in it?

or are you talking about the one in the titleblock? It only shows if theres all views of the saem scale on the sheet. Assuming its visible in the titleblock parameters.

I'm talking about the viewport view scale label/parameter, not the titleblock. And yes, I set the view title within the viewport, the label within the family is visable. I checked all loaded view title families within the file, all have view scale labels, and all don't show up on new or existing sheets. If I load the family into a blank project and use it in the viewport it displays fine. I'm creating a new sheet so everything is on in visibility graphics overrides. Something seems to have gone wrong with the parameter.

Post the file? Ive never seen something like that "go wrong..."

It was a Revit bug (using 2011). I wouldn't be able to produce it again though, since I don't know how it happened. But, I shut everything down over the weekend, booted back up this morning, opened the file, and all the scales are showing up now.
