Can the image transparency default be changed?

I’m using vanilla 2007. Recently I’ve had to work with some old drawings where I have to insert a scanned .tiff image. Currently when I reference in the file, the transparency setting is defaulted to off. Can the default be changed to on? How would I change it?

Try double-clicking the image, or select it, right-click & select properties.

Thanks, do you know if the transparency default is controlled by a system variable that can be changed? I’ve looked through the help files and from what I can tell one does not exist.
