I'm creating 3D plans, where all the walls are dimensioned at the top of the walls for foundations. Problem is that the top of walls changed, now my dimensions in 3D view are floating above. Is there some way to change the workplane of dimensions in 3D? Or do I have to re-dimension everything?

With all the dimensioning I have it probably represents 4 hours or re-dimensioning, if the feature or workaround is not available to just change the work plane. :(

The dimensions are going to land on the base constraint (level) of the wall(s). If in your case you do a top offset on a foundation wall, the dimensions will remain on the wall's base constraint.

Only workaround that I know of is to modify the wall height by raising or lowering the level rather than doing an offset.

If you have multiple top of wall heights, you might want to consider a different dimensioning strategy.

Yes, there a multiple top of wall heights which are indicated by color filtered 3D views. These view are just for dimensioning. The point is to see everything they need for pouring on one sheet, without referring to a ton of different locations and notes, so the dimensioning strategy is what it is, unless you are talking about a technical strategy? Like laying some reference planes off to the side and doing all dimensions using those reference planes - then if you move those will everything attached to that follow? Thanks for the info so far.

I wonder if this could be done with a 3D DWFX file?
might be worth testing to see what happens when wall heights are changed,
and how Design Review handles dimensions?

just a thought.......

Another solution might be to use spot elevations for top and bottom of wall using a relative type spot dimension. (see attached). If top or bottom moves, spot elevation follows.
