Levels in view range dialog

How come all of the levels in the project don't show up in the view range dialog? I have added some levels and want to change the view range reference in a plan region.

The view range applies to the current view only, therefore it makes sense that the levels available in the dialog are only the "associated level", or the "level above" or the "level below". You can reach different heights using the offset values.
