Our home office wants to maintain the shared parameter file. If I'm creating a family with shared parameters in our office using one shared parameter file, can our home office recreate those parameters without creating conflict? Thanks.

There is conflict. Parameters have an ID number, which makes them unique. Even if two shared parameters files share the same names of parameters, Revit will treat them as different parameters because the ID numbers are different.

how do other people handle shared parameter files between offices?

We place the shared parameter file where all can use it if they need to. We have one file that is standard for the office and if a prkject needs unique shared parameters, we create a new one that only has those unique parameters and place that in the project folder where the central file is kept.

BTW - If your project has some shared parameters in it that are not in your current assigned parameters file, you can export those out of your project and "capture" them. This is very useful if you have different vendor files and want to use some of the same parameters.
