Rotate symbol missing

When I go to rotate anything the rotation symbol has disappeared. So, I can not move the center of the rotation. The line that represents the angle of rotation is there but not the little blue rotation symbol. This has occurred in all my views. Has anyone had this happen?

Yes, it is typically the active workset is not visible in the current view you are in.
