Cant See images in 3d view

We are trying to use a site image with our 3d ortho view to include massing models. We can't seem to show this condition if; it is available at all. Is this possible?

If I recall, raster images are not visible in 3D views. I believe this had been a Wishlist item for a long time.

One workaround is to try using a decal, with the site image as a jpg for the decal,
stretched over the site, and then render a 3D view.

Or, export an FBX of the Revit model, bring into Max and then drop the image of the site into the scene?
