I am attempting to lock a cylindrical table leg to a ref. plane. and I am not having any luck. My leg is already extruded, table is done, I just need to be able to move/ adjust the legs based on changing conditions as the project progresses. Any Ideas??

Try using a Reference Line at the center of the leg, then place and lock a dimension to the Ref. Line. and leg extrusion.
Finally, add a parameter to tie to the dimension for control of the leg distance to the Ref. Line.
( without an example of the family, I'm just making a guess here. )

I usually make a "Leg" Family and nest it into my table. That way you can just make one Leg extrusion and use it on all different types of tables. I also find it's so much easier to align and lock geometry from a nested family.

Or just turn on Center Mark for the sketch, and constrain that.
