As my 2:1 fill slope approaches the existing ground surface I want to create 10-ft-wide horizontal berm that is 3ft deep which will then tie down to the EG surface. Any ideas?

Can you sketch up a cross section? I really don't understand what you are trying to accomplish.

Thanks. I've attached a sketch. At the bottom of the 2:1 slope I want to create a single 3'deep by 10' wide toe berm. I spent lots of time trying to create an assembly that would do this but to no avail. Any help would be greatly appeciated.

Got it. Create a new surface and paste in your existing ground. Raise this new surface 3'. Now create an assembly that uses a LinkWidthandSlope sub that projects out a little bit (you have to do this because if you just daylight, you'll daylight to the top of the existing berm). Now daylight at 2:1 to the elevated surface. Attach another LinkWidthandSlope sub to the daylight for the 10' berm and then another daylight subassembly that targets the existing ground.

Thanks a million. I don't think I did exactly as you described but you gave me the clue I needed - that is to create a new surface. Eventually I then created an assembly that worked. I've attached a PDF that shows the solution for a levee fill section w/ a single toe berm located a specified height above existing ground.
