I have been told that there are P&ID blocks available in 2011 AutoCAD electrical but have not been able to locate them. Please tell me how to access them.

If you are using the Ribbon interface it is right under the Insert Component Panel on the Schematic Tab in the Expanded Panel. No need to load the toolbar.
