Rotating True North not behaving as expected

I have a lot with property lines defined by a table as per the enclosed picture 1. I then chose Rotate True North and move my rotation center and set the angle as per picture 2. For some reason the rotation, as per picture 3, only affects my property lines and not the set back lines? Can anyone explain?

The problem seems to be related to having more property line loops when rotating the north. If I rotate north after the initial property lines and then do the setbacks it seems to work.

I still wonder why though?
