c3d digital submittals and Pipe Networks

Have any of you had to submit a C3D project with pipes networks to a municipality? Did you get the pipes catalog from them, or did you deliver your catalog with your submittal?
What other issues have you encountered?

As far as I know (and I haven't tested it), you shouldn't have to deliver the catalog. The drawing will still open just fine without the catalog. If you want to create more parts or change the parameters of the parts, then you'll need the catalog but.
