Revit Server - Greyed out Create New Local

I have a local server and central server comunicating and seem to be running fine. When I go to a workstation and through Revit try to open up a central file stored on the Revit server; I get to select it but then It does not allow me to create a new local.It is rayed out. I have shut the firewalls down so i would not have them interfering. What setting am i missing?
