how to create a slope and curve floor

I try to create a slope floor for a auditorium, and then I can attach rail on it..it is slope and curved.
I can not use slope arrow, because each curve line should be in the some elevation.
I can just lower the point too, because then the railing can not attach to the slope.

If your auditorium floor isn't any more complicated than what you've shown in your plan, you'd probably just be better off modeling it as one big stair, which the handrail can use as a host.
