Can legends be transferred between projects in 7.0?

We've got lots of standard notes which we use from project to project. Are legends the best place to format them? We've used annotation symbols, shedules and text blocks previously... but they each have their downside.

We would also like to have the ability to tag objects like windows for a type schedule. Currently we use callouts on the elevations then hide the annotation in view to achieve a parametric window type schedule.

We do type schedules by assigning a type mark to windows and we have a separate window tag for type marks and marks.
