You can change view target point and center of rotation but not for every view.
There are 2 kind of 3d views.
Toolbar 3D button makes an infinite 3d view; this view self adjusts to the size of the project to try and keep entire project visible. Therefore this view can not be moved forward to place eye point inside of rooms and it internally determines rotation center to always provide an exterior view.
On the other hand views make by Camera button in View design bar are entirely under user control. Both iso and perspective views can be made by this button. They do show position of their target point. Thus if you tile such 3d view and some other view (e.g. plan) and then either click on 3d view crop region or press Show Camera in context menu of a browser then you will see and be able to adjust view target point / center of view dynamic rotation.
