Crop Region cannot change size

I have an issue where there is a crop region that cannot be modified. When you click on it there are no arrows to adjust the size, but there are for changing the annotation crop size. I cannot even change the size using 'size crop' on the ribbon. If I break the view then I get arrows on the inside, but not the outside. I have even tried to duplicate the view and the problem persists. Has anyone seen this issue before?

Sounds like you have the view associated with a scope box. Look under the extents category in the view properties.
