creating labls to call out project parameters

I am trying to make a label that can be used within a drafting view that well call up information in the project parameters. I know that it needs to be a shared parameter. Want to be able to place the label on a body of text. If i make a tag it needs to attach to a element and doesn't work because I don't have anything to tag.

You can only tag elements or detail items. You could make your text for that element description a detail item, and that is the only way you could apply a tag to associate with it.
