Hi,
Certain layers within an xref keep repearing everytime I re-open a drawing, even when frozen. Visretain is set to 1 and audit shows no errors. Is there a bug within ACAD 2011?

You save the drawing, check that Visretain is set to 1 and the layers are still frozen, close, reopen and the layers are thawed? Have you tried it on another machine? Can you post the drawing?

Perhaps there's a layer state that is being programmatically restored /imported upon drawing open?
Without more information from the OP, cannot say for sure.

....one more thought.... if a named view is being restored, and a layer snapshot was saved with that view, then this layer snapshot will be restored also.

I'm not sure how intimate you are with your AutoCAD system you are using, but I have encountered many AutoCAD users that have an extensive list of lisp routines that are very old and they have no idea to the extent that the lisp changes the AutoCAD operation or meddles with their drawings. To them it's just 1 big black box of "it just kind of works, most of the time".
It is possibly you've got an overly aggressive/presumptuous lisp routine running.
You can run a quick test scenario on this just by simply starting a new profile and clicking the default button. This will strip out almost everything. After that check the startup suite (tools, load applications, startup suite), remove all content there.
If this truly fixes your problem, I'd suggest you get familiar with what your "black box" of lisp contains before something worse happens right when you're up against a deadline.
