Can Rows in Sub-Panels pan?

I am trying to simplifiy our tools as much as possible, and I've done this by making new panels with subpanels in the rows. I have a couple of rows on sub panels that are so long, they don't fit on the screen. is there a tool to make the row pan up and down per chgance? I don't see an option like that, nor can I find an example in AutoCAD, so I suspect it isn't possible.

On the Acad View Tab, the windows Panel, what I'm trying to duplicate is the pan feature like the toolbars pulldown has under AutoCAD. When I go into customization, I don't see any commands to set that?
