I'm using the default square 2" baluster with a railing for a deck. I want the top to be shown at an angle. If I open the family for the baluster directly there is a parameter called "top cut angle" that adjusts the angle of baluster at the top, however when I deal with it in a project it is always flat on the the top. When I look in the properties of the baluster the "top cut angle" is nowhere to be found. How do I adjust this from within the project?

In that default baluster the top cut angle is controlled by the angle of the top rail. This angle is the one parallel to the rail. From your description you have a horizontal railing that you want to have a sloped top perpendicular to the rail sketch line, correct?
You'll need to modify the default baluster or create a new one with the void cut created in the front/back plane not the left/right plane.
