Why do I get a SWC reminder right after opening a file?

So I open a Central file and it automatically creates a new local file that is fully up-to-date with the Central file. My SWC reminders are set to 2 hours. So why does the first tool started after opening the file trigger a SWC reminder? It can get pretty annoying at times.

Oh....this has been bugging us too....
This is with 2011....not sure if its doing it with 2012...
I don't remember this happening until a month or two ago... :?

Yes it's doing it in 2012. Has been happening as long as I can remember, at least since version 6 or 7 back in 2004/5.
