Is there a way to make surface patterns print at halftone?

Go to your View Visibility and overide the surface pattern to be a medium grey color. Or do that in the material itself if you want it that way always.

This option only works if you use you set appearance colour to "colour" under the printing options. Then everything prints in colour. If you set it to "black lines", the surface pattern prints black.
We make use of colour when drafting, but when it comes to printing, we usually want all the lines printed black, and surface patterns a light grey. At the moment when drafting, everything is done in black to avoid printing problems.....So what im looking for is similar to a plot style in ACAD.

Nope. I would suggest you don't use colors except for things with real color. Revit is a WYSWIG program and colors for black lines will mess you up.

Our print settings are always set to "Color" and we don't have any problems printing to our grayscale Oce plotter. Black lines print black. Gray or halftone lines print gray. No big deal.
The only things that show up in color on our screen are view links (print settings have view links in blue NOT checked) and our room separation lines which are a light blue so they print out very light on paper, just in case we forget to hide them in a view.
