Hi,
I'm looking for a thread that was in here over late last year. In the thread a method was discussed on how to make a "birds eye" 1-point perspective plan view. I've done the search and wading through the resulting threads but can't find it yet.
...and, yes, I'm wanting to find out how to do it! I opened up a 3D view and selected a plan view; I then opened the View Properties to select the 'perspective' option however it's locked off.

Create any 3D perspective view, using a camera from the View Design Bar. Once the camera perspective view is made, then go to View (pulldown)>Orient>Top. This will align your perspective with a straight-down top view.
(Edit: I should add, your initial camera should be close to the 'center' of your plan...the target point doesn't really matter.)

Per Scott, but turn the "far clip box" off in the camera view. or increase the far clip limit to be close to the height of the camera. You'll have to play with the far clip limit to control the "cut" depth.

Its helpful to tile the camera view and the plan view, so that when you select and adjust your camera position from the plan, you get instant feedback in the perspective view.

If you orient your perspective view to your "level one" plan, the resulting view will set your scope box at your level one cut height. If you orient to level two, level two cut plane height will be used for the scope box.....the 'cut' will be controlled by the section box. You can adjust it as needed.

Weeellll, sometimes I don't use it for a single level......but yes, you can use the scope box if you wish.

LOL!!!
No!....I now ride a "deadly-treadly" (push bike for those who don't understand "Australian").
Although I used to ride a bike that had 45cc of pulsating power (I got up to 60km/h if on the flat)
