2d data not moving with viewport

Anyone have this happen in 2011:

Views placed on sheets do not associate annotations or 2d data if you select the viewport/crop region and use the "Move" command.

Its ok if you click and drag the viewport/crop region

Is this a Bug? it should be.

I know this sounds like a dumb question, but I have some users that have done this....

Are the annotations or 2D data inserted on the sheet, not in the view that is placed on the sheet?

With your experience, I would guess not, but thought I would ask....
