Any way to access "lower value" on spot elevations?

It sure would be nice to be able to enter some text BELOW the line of a spot elevation tag. I see the Lower Value and Lower Value Prefix/Suffix fields but they're all grayed out. Why are they even there?

Those parameters are available in plan views, only, after setting "Display" to top and bottom.

I agree that would be great, but the purpose of the lower value is not for what we want. It is not to place text below the spot elevation. Or, what I would also love is to be able to have the elevation below and to have text above. The lower value is to be able to tag the elevation of the top of an object and to also report the bottom of the object. So you could say tag a beam and lave it list top of steel and bottom of steel.
