Can some please explain the differences and why a project would use one over the other?

They both sync (Project Sync, Buzzsaw Sync), they both manage data, I'm just wondering what are the major differences and how would a project manager decide to use one over the other?

They are quite different products.
Vault is a front end to SQL database, all your project data is stored there, your Revit files, autocad, any document type you can think of... this sits on your server.
Buzzsaw is really great when you need to collaborate with external consultants/clients, track changes and revisions and so on, this is sitting in the cloud.
you can set Vault to sync a particular folder with buzzsaw...
