Is there a way to affix a decal to a light fixture?

No, you cannot have images in the families. What is it that you are trying to accomplish? Perhaps there is another way.

You can place the decal on any surface from within the project. So you would have to place it on the light geometry from the project not the family editor. You might want to loook at making a material with the image in it if the light repeats alot.
