Does Revit allow one to change the line spacing for Revision Schedules? The line spacing changes with the text size. Is there any other way?

No there isn't...its set with the text size, not in the revision settings.

You can create your own lines, which we used to do before, and set the spacing to variable and turn off the lines in the revision schedule settings.
