I want to have the height of the sill underneath the opening width in the dimension.

Hmm, you can add it to the dimension text, not sure if you can make it automatic though.
And there is an spot elevation tag, but that's different.

You can create a window tag that displays the parameter 'sill height', or you can manually override the dimensions to say whatever you want . You cannot automatically get all dimensions that are put on windows to read a parameter.
