Turn off "Tag on Placement" by default?

Is there a way to set the default in Revit to not tag elements on placement? I know I can just click the button, but it's a pain to do that for every door and window I insert.

Yes. All you need to do is deselect the "Tag On Placement" button in your project template and re-save your template. You will need to do this fore each category that you want to turn off the default functionality.
