I am working on quite large project, and are trying to create a number of floor plans showing slopes and levels.
When placing slope arrows I would like them to show the inclination i per mil ‰. From the drop-down menu I can choose "Percentage", but not per mil.
Is there any way to make this work?

Percent is percent. There is no "per unit" associated with it. 1% slope is going to be 1 inch per 100 inches, 1 foot per hundred feet, 1 millimeter per 100 millimeters, it's all the same.
Not sure what a "mil" is, can you elaborate?

Per mil, per mille, per mill, permil or permille means per thousand. It might not conform with international standards, but is used to describe gradients in Denmark (actually all of Scandinavia).
So as to make my drawings conform with our generally used standards, I need to be able to change units to */1000.
Temporary fix.
I found a workaround. Not the most sexy, but it gives a usable result.
Use a font-editor to remove period and comma from your preffered font (in my case Arial).
Setup slope arrows to use percentage with 1 decimal and no symbol.
Add ‰ to instance suffix typing Alt+0137.
Only downside is the quite wide text output (blank space where there should be a comma/period).

The text readout should be 10‰ to indicate 10 units in 1000, but instead it shows 1 0‰, correct? If that's a standard method of showing slope in your region, perhaps you should contact Autodesk to try to get them to add that in a future release.
I was able to duplicate your result by setting the slope units to a percentage with no decimal places, and then just putting "0 ‰" as the suffix. By putting 2 spaces between the 0 and the symbol, the single space between the 1 and the 0 looks more normal. Of course that would only work if your slope was an even multiple of 10 per thousand.
