Can't move down wall foundation?

I can't move down the wall foundation. (The highlighted piece.)


What's the reason of it? The properties of the wall foundation doesn't have the offset feature.

Moving a wall down works fine with with elevation constraints but what you have looks like a footing and it hosts on the wall and moves with it. Change constrains on the wall and the footing moves with it.:)
