I'm going to try to do this without screen shots, here goes:
I have a text note that I have loaded into the project off my server. And by text note I mean symbol. This text note is essentially a revit family with a label (A) and a box around it. Included in this is are three tertiary labels known as Text*, Sheet and Sheet.

I load this into an ongoing project and "Do you wish to override" popup window does NOT appear as expected. It continues to load the label text in the box as 4 (instead of A) and in the properties window it defaults to "Align window to surface...etc..." It is not alphabetical since a note described as A appears before "Align window to surface....etc.." It should be defaulting to Text*, right?

What do I need to do to make the default read as Text* (see above) instead of defaulting in the project to "Align window to surface adjacent...etc.."?

What am I trying to achieve? I just want my Symbol Note back to normal. It is tied to too many things in the project to just go and delete it out of the Family:Generic Annotations: + SHA_symbol_Text*

Things I have tried:
Editing the family and overriding the properties, reloading it - (no effect)
Editing where the default template reads from (C:\ to N:\(server))
Changing the last known insert parameters of the symbol text

try another workaround (just a thought):
Edit the family as you have done and change the text there, Save-as, Rename and load back into project, select all instances of the old version and change to the new version.
Delete old version from project, rename new version back to old version name....
