xref doesn't display when moused over

I just swithched to 2012 and am trying to get it running like i want to. When i mouse over an xref it disappears. The xref is on a locked layer but i want it to still display all the time. It's probably an easy fix but can't seem to figure it out. Any advice?

I haven’t come across this but if you go to Options => Selection Tab => Visual effect Settings
have a play with the “selection preview effect “ settings and see if they change anything for the better.
