So I have these room tags which are responding to rooms in future phases. Why is it that I cannot tag the current room and instead revit is defaulting to tagging a room bound by an element (in a future phase) I cannot see.
what phase is the view in which you're trying to apply the room tag set to?

If you're trying to show room tags in a demo plan, you'll need two views:
1. Demo Plan - this is the view you've already created.
2. Demo Room Tag Plan - create this view with the phase set to "Existing" (or whatever phase in which the rooms exist" and the phase filter set to "Show New". Turn off everything except for rooms and room tags. Tag all not tagged to tag your rooms.
Overlay these two views on one sheet - you can snap them into alignment when you're dragging them on the sheet.
Rooms only exist in one phase, and because the phase of your Demo Plan is set to "New Construction" and the rooms you want to tag are actually in "Existing", you can't see them.

Here is a screen cap of what I am experiencing with the future room being tagged. As you can see the outline of the room is responding to a phase in the future not the current one.

In case you haven't figured this out already, what you're showing is exactly what I was trying to explain.
Your rooms exist in "New Construction" (or whatever you've named that particular phase), so because the phase of your view is set to "New Construction" it is showing those rooms. The phase filter is handling all the other elements, but won't affect the rooms.
What you want to see is the rooms in "Existing" (or whatever that phase is called in your project), which is why you have to create the two separate views.

However... seriously, AutoDesk? How is this not at the top of your list of fixes? It's just embarrassing.
