How can I create different levels i.e.at 2mt.,5mt.,7mt. while creating toposurface in Revit 2009

Set the desired elevation of the points at the option bar, either before or after placing the points.

I tried this but it gives me sloped site and I want Levels at specific height only .

Do you want terraces? If that is what you are describing, then create a flat toposurface, split it and move each piece up to the level you want. That would be the way I'd do it if I had retaining walls. See the first image.

Alternately, you could create an almost vertical rise at the terrace edges.
1. Draw detail lines in plan that denote the terrace edges.
2. Start a toposurface and place a series of points on the lines at the elevation you want.
3. Select all the points and move them, offset from the line by a very small amount, like 10mm.
4. Select all the points and copy them down to the next detail line.
This will give you a set of points along each terrace edge that are pairs of the lower level and the upper level, so the topo will step up, say from 2m to 5m, over just 10mm (or even smaller?), which is a very steep slope. See the second image.
