Angled Dimension

(see attached drawing) For a school project I am trying to dimension the line on the right hand side of my property line (property is surrounded by intersecting streets). I have tried to use aligned and linear dimensions but they are only showing the dimension as if it were a 90 degree connection between the top and bottom streets. How do I dimension the line so it follows the angle of the street?
Also the dimension tool does not allow me to dimension from the property line to the design line indicating the center of the street. This is only true for half of the intersections, the other half allow me to dimension that distance. Why is this happening?

Zoom in close at the corner, and use the Tab key and you should see a small dot at the corner intersection while placing the dimension. It's a bit tricky, but with a bit of practice you will get good at it.

As far as dimensioning to the center of the street, you will need something--geometry, a model line,
or a reference plane--to dimension to.
