Sounds weird, but I am trying to dimension to a panel joint above a curtain wall system (above the current view) to a panel joint in a wall that is in the current view. I obviously can not select the panel joint above, but I do need to dimension to it. Any clever ideas? I thought about just drawing some very short model lines on the floor plan, but that sounds like a bad solution.

plan region or dimension in elevation.

If your panel joint is a model element, (not just a surface pattern) this might also work.

Set your underlay to a level that shows your joint.

Use the linework tool to change the line to something that makes sense in the context (maybe like a very light gray line)

Set your underlay to back to "None." The underlay goes away, but the modified line remains, and you can dimension to it.

(The most common usage of this is to show the line of roof above.)
