Is there any way to create an empty panel that is not rectangular?

Yes. Open the Curtain Panel Family, do a save-as, name it "non-rectangular empty panel" (or sim.), then edit the shape. Save , then load into your project.

I'm not exactly sure I follow. When I create a new family, I select the Curtain Wall Panel template. Then I did a Save-As, but there is no "shape" to edit, only reference planes.

There are model lines and invisible lines in the default empty panel family.

Open an elevation (front) and you can edit them there.

Does this create an adjustable panel, or will it create only one that fits the shape that I draw?

I basically want an empty panel that works the same way as a typical system panel; i.e. it will adjust to fit any shape. I have several odd shaped openings, and don't want to create a custom panel for each separate instance.

If I understand your question correctly, this is exactly what OOTB Empty system panel does,No? You don't have to build empty panel for each shape.

Yes, OOTB Empty Panel works just fine for rectangular shapes, but if you have a trapezoidal or stepped opening, it errors. A regular system panel will work fine though. What I need is a system panel that is empty.
