Is it possible to forcibly change the associated level for a particular floor plan?

I inherited a model where the Level 2 floor plan is associated with a "working" level that's 2'-0" below Level 2. No one knows (or will admit to) why this has happened. The "Associated Level" parameter in the view properties window is grayed out.

Is there a way to change the level association of this view without having to create a new view w/ the proper association & migrating all of the objects & annotations? Thanks.

Nope! Sometimes people will create a level and then duplicate to create another plan without realizing that there is an association between the view and the level datum associated with it. Rearranging and renaming levels can also be a culprit.

Must have been some clown who knew nothing about Revit! (Sorry. Couldn't resist )
You can easily copy all the annotation objects from the 'rogue' view and paste aligned into the new view. If the referenced elements are the shown the same way and the scale is the same you shouldn't have too many issues.
