Views and view controls

I have a floor plan that I am dividing into three parts "north, central and south." The problem that I am having is the view when dropped onto a sheet places the title well below the viewable area. So my drawing of the north plan will fit on the sheet but you cannot see the View title.

This has happened in the past with details, but I have been about to work with the extra space, but now it is a problem.

Does anyone have a solution or know why this is a problem?
