At the end of the railing, too short for a normal panel,so that, by what settings , I can add a self-adaptive panel to it?

You can't automatically.

You might be able to change the end posts to include the smaller panel size but you'll need a custom baluster for each rail, and a unique rail type, for each condition which means instead of having one rail family you'll have dozens. Since you're going to have lots of rail families anyway you might as well make your baluster parametric and set unique types to various widths that correspond to a multiple of your overall railing lengths.

You might also try and make an adaptive component to infill the ends.

If Depending on your priorities, you could create this using a curtain wall with a custom panel. If your priorities are getting things to show correctly in drawings, then that would work. If your priorities are schedules and railings being railings, the number of railing types will depend on how many places with different overall lengths you need this railing to occupy, as Greg says. I don't know if you know about the "fill excess length" feature in the railing type baluster dialog. Check it out for a way to add an end panel. If you don't have that many lengths of this railing, it shouldn't be so painful to create a few end panel lengths and different railing types.
