Choosing to insert pad in two toposurfaces

I have two Toposurfaces in my project. We started with a flat topo before we had survey information and recently added a topo when we got the survey. We have not incorporated the new topo into our drawings/design, so I still want to use the flat one. A new user accidentally deleted the building pad the other day. It was too late to simply "undo" a few times, so I was just going to rebuild it. However, when I make a building pad, it automatically gets inserted in the new topo and I can't see a way to choose the old one.

Any thoughts?
