I had a number of levels not showing up in sections and elevations, I went thru the threads and checked clipping and hiding, to no avail.
I stumbled on this; open the worksets dialog and make sure "shared levels and grids" is "opened" > yes
I had before this also "maximize 3d extents" on all selected levels in project, so that may or may not help
